What is monitored, by whose authority

A scope is not a keyword list. It carries its purpose, owner, exclusions, schedule, retention, review duty and an expiry — and every change creates a new version, so what was being monitored at any point in time stays answerable.

Open-ended monitoring is not permitted

A scope must record exclusion terms, a retention period, a review requirement and an expiry date. The builder refuses a scope without them. Only accounts named as authorised are analysed, and a scope is never edited in place — each change is a new version that must be approved before it takes effect.
