What this module does NOT do

No facial recognition is performed on any video.
No cross-camera person tracking is performed.
Social accounts are never matched to people appearing in video.
There is no unrestricted search across citywide camera feeds.

Any video analysis stays incident-scoped and human-verified.

Only authority-issued CAM-<id> references are accepted. This module never implies live camera access.
