The six lawful routes to coverage

Every route to more coverage that is available to an authorised Pakistani operator, what each one actually closes, what it does not, and the next concrete step to obtain it. Nothing here bypasses platform controls.

Reading this page correctly

These are lawful routes, not features that already exist. Where a route says Requires Access, the operator does not hold it yet and must obtain it through the step described. Pursuing any route is an operator decision, and several carry binding data-use restrictions that this page states plainly.

Layer 1 applies to every platform at once. Layer 4 reaches X today. Layers 3 and 5 are the only routes to bulk public content on Facebook, TikTok and Instagram.

L1 · National network layer (PTA)

A power of the Pakistani state that needs no platform cooperation — and is not removal.

In-country unavailability of a specific URL, account or service via ISP directives.

What it closes

The in-country restriction track for ALL FOUR platforms at once, with no platform cooperation.

What it does not close

It is not removal. It does not delete content, does not reach anyone outside Pakistan, and is not hermetic — VPNs and encrypted DNS evade it.

Account-scoped, reactive channels for identification. Never a content feed.

Attribution and identification for a named account: who is behind it, from where, and when.

What it does not close

It is NOT a public-content feed and must never be presented as monitoring. It is reactive, slow, and requires legal process per request.

Deep access bounded by consent — reaching only what the operator owns or what has authorised it.

What it closes

It is consent-bounded: it reaches nothing the operator does not own or that has not authorised it.

The lawful route to bulk public content, held by a research institution rather than by this operator.

Facebook

Meta Content Library via a Pakistani research institution as lead applicant

Requires Access
What it returns

Bulk public Facebook content — Pages, posts, comments, Groups, events and profiles — inside a controlled cleanroom.

What it closes

Bulk PUBLIC content monitoring for Facebook, which no commercial route can reach.

What it does not close

Read-only. The operator is a beneficiary of analysis, never the applicant, the data holder or a raw-data recipient. No actioning content, no export of raw data, no identity attribution.

Engage a Pakistani not-for-profit research institution or not-for-profit university to apply as lead; agree the research purpose, ethical review and funding disclosure.

Meta's eligibility rule is organisational, not geographic, and Pakistan is not on Meta's sanctions-exclusion list — a Pakistani not-for-profit research institution or not-for-profit university can in principle qualify. Instagram

Meta Content Library via a Pakistani research institution as lead applicant

Bulk public Instagram content — accounts, posts and comments — in a cleanroom.

What it closes

The single largest Instagram gap: public content beyond your own account.

What it does not close

Read-only; no raw-data export; no actioning content; no identity attribution.

As for Facebook — the same institutional application covers Instagram.

TikTok

Named collaboration with an eligible-region institution, or the EU DSA vetted-researcher route

What it returns

Public video metadata, captions, hashtags and available comments for the agreed research scope.

What it closes

Bulk public TikTok content, which Pakistan cannot reach directly because it is not an eligible region.

What it does not close

Read-only and lagged. No media streams. No identity attribution. The operator is a named collaborator, not the data holder.

Next actionable step

Sign a collaboration with an institution in the US, EEA, UK, Canada, Switzerland, Norway, Iceland or Liechtenstein; or pursue the EU DSA vetted-researcher channel.

Exact dependency

Blocked by: Pakistan is not an eligible region for Research Tools. Eligibility is limited to non-commercial academic and not-for-profit researchers in the US, EEA, UK, Canada, Switzerland, Norway, Iceland, Liechtenstein, and a Brazil youth-safety carve-out. Lawful routes are (a) a named collaboration under an institution in an eligible region, or (b) the EU Digital Services Act vetted-researcher channel (EU-scoped, researcher-led).

Recent search, full-archive search back to 2006, filtered stream, threads, replies, reposts, quoted posts, mentions, media and the follow graph.

What it closes

Full public-post monitoring on X today — the only fully open connector.

What it does not close

No programmatic takedown exists on X. Enforcement stays manual.

Next actionable step

Purchase pay-per-use credits in the X developer console and set a monthly spend guard below the 3,000,000 post-read cap.

Absolute limit

What no route can close

  • No route grants a third party the power to remove another person's content from any platform.
  • No route reaches bulk private content, direct messages, or non-consenting private accounts.
  • No route lets this application attribute an account to a person from content similarity alone.

The nearest thing to a sovereign remedy is Layer 1 — restriction inside Pakistan — and it is explicitly not removal. See Coverage & Gaps for the enforcement register.
